US Senate Finance Committee chairman Max Baucus (D-MT) was the chief sponsor and lead author of his committee’s health care bill, which ultimately became the Patient Protection and Affordable Care Act, better known as “ObamaCare.” Baucus shepherded that bill through the Finance Committee, the negotiations with other senators and Obama administration officials in Majority Leader Harry Reid’s (D-NV) office, and the final negotiations with the administration and House leaders. Baucus can reasonably claim to be the man most responsible for the PPACA. On September 23, 2009 — exactly six months before the PPACA became law — Baucus admitted on national television that the availability of PPACA’s “premium assistance tax credits” would be conditional on whether states implemented the law. During a mark-up of his bill, Baucus ruled out of order a Republican amendment dealing with medical malpractice on the grounds that med mal lies outside the Finance Committee’s jurisdiction. (The Judiciary Committee has jurisdiction over med mal.) Sensing a double-standard, Republican Sen. John Ensign (R-NV) challenged Baucus. If Republicans cannot add a medical malpractice amendment to Baucus’ bill because the Finance committee lacks jurisdiction, Ensign asked, then how can Baucus’ bill direct states to change their laws regarding health insurance coverage and to establish health insurance “exchanges,” when those matters are within the jurisdiction of the HELP Committee and outside the

This was the first speech delivered to a Republican-controlled Congress since 1954. This was also the first time a Republican Speaker sat in the chair since 1954. The Speaker was Newt Gingrich of Georgia. The president discussed his proposals of a New Covenant vision for a smaller government and proposing tax reductions. The president also discussed crime, the Brady Bill and the Assault Weapons Ban, illegal immigration, and the minimum wage. Regarding foreign policy, he urged assistance in Mexico’s economic crisis, additional disarmament in cooperation with Russia and other international treaties, stopping North Korea’s nuclear weapons program, legislation to fight terrorists, and peace between Israel and its neighbors. Discussion of the failed attempt to overhaul health care was refocused on more limited efforts to protect coverage for those who have health insurance and expand coverage for children. The speech lasted nearly 1 hour and 25 minutes and consisted of 9190 words. In terms of word count it is the longest State of the Union speech in history. Secretary Sebelius announced last week that an additional $ 48.8 million will be directed to bolster achieving seamless information exchange, what we call interoperability, for state and local laboratory systems engaged in fighting infectious diseases. Five cities, 50 states and Puerto Rico will apply these funds to desperately needed IT improvements critical to capturing and transmitting information about disease breakouts to health authorities and the general public.

Said Secretary Sebelius last week: Todays awards support the critical work of public health departments to prevent, track and respond to new and emerging infectious diseases.

Fast track innovation

Said Stephenson regarding the HHS awards: We need to realize quickly the vision of President Barack Obama and Secretary Sebelius that all systems in our national health care delivery chain be able to effectively exchange and use the same data even when the systems dont share the same interfaces. Achieving this interoperability goal with our front line protectors in public health departments and agencies inside the states and our biggest cities will also fast track IT innovations among our largest health care providers, public and private, which depend on these agencies for health alerts and information.

The HHS awards announced last week represent the third year of funding made possible by the Affordable Care Act Prevention and Public Health Fund for the Centers for Disease Control and Preventions (CDC) Epidemiology and Laboratory Capacity for Infectious Diseases Cooperative Agreements. Funds will help interconnect epidemiology, laboratory and health information systems in health departments in all 50 states, Puerto Rico, the Republic of Palau, the District of Columbia, New York City, Los Angeles County, Chicago, Philadelphia and Houston.

Full interoperability

Added Stephenson: Effective medical decisions can only be made when doctors and other providers have accurate information. This is the vision of the Affordable Health Care Act and the early Health Information Technology for Economic and Clinical Health (HITEC) Act. The grants announced by Secretary Sebelius this week represent one more great step forward in realizing the shared dream of fully interoperable, seamlessly connected, privacy-protected information systems to protect the health of all.
