Red Mortgage Capital, LLC, the mortgage banking arm of comprehensive capital provider RED CAPITAL GROUP, LLC is pleased to announce it processed and funded a $ 9,570,000 FHA 221(d)(4) insured mortgage commitment through HUD Chicago for the historic Pullman Wheelworks, a 210-unit affordable housing apartment building on Chicagos south side. The FHA commitment was secured just 41 days following submission of the application.

Project sponsors Mercy Housing Lakefront and National Housing Trust/Enterprise Preservation Corporation recently hosted a tour of the newly acquired property to highlight the latest preservation strategies they are employing together to address the regions affordable housing crisis. Attending the gathering was the Honorable Shaun Donovan, U.S. Secretary for Housing and Urban Development.

Pullman Wheelworks, built in 1903 as part of a working community developed by railroad industrialist George Pullman, is listed on the National Register of Historic Places and is being redeveloped and preserved as part of an overall neighborhood revitalization plan anticipated to occur over the next several years.

The substantial rehabilitation of the project, scheduled for completion in approximately 18 months, will include major renovations to kitchens, bathrooms and balconies, new windows throughout, and new and expanded common space areas. Having last been rehabbed in 1980, the revitalization will ensure the long term economic viability of the project, thereby preserving essential housing for the low income residents of the area. The project has 122 one-bedroom units; 28 two-bedroom units; 54 three-bedroom units and 6 studio units. The community is fully leased at present except for 10 leases that were allowed to lapse in order to provide temporary housing for tenants while their own units undergo renovation.

The financing had multiple layers of capital and a very tight time frame in which to secure the FHA commitment – a key component of the financing. Ultimately, the complex structure utilized 11 sources of capital including tax-exempt bonds issued under the U.S. Treasurys New Issue Bond Program, historic tax credits, 4% low income housing tax credits (LIHTC), and HOME loans.

The many layers of financing employed in the purchase of the building were significant to help us overcome barriers to buy the property. We thank the many partners who contributed. Three levels of government HUD, Illinois Housing Development Authority and the City of Chicago came together through the John D. and Catherine T. MacArthur Foundation-sponsored initiative known as the Preservation Compact, a city-wide effort to stem the loss of affordable rental housing in the Chicago area. Community Investment Corporation and National Affordable Housing Trust also played key roles that contributed to the purchase of the property.

Empowering and engaging families in the process of care is a top priority for Nemours Childrens Hospital.

Technologies Focused On Patient-Centered Care – As partners in care delivery, patient families will have secure and confidential access to clinical information wherever they may be, enhancing communication and follow-up with patients prior to coming to the hospital and after discharge through the use of personal health records systems.

For several years Nemours had been investigation how to better engage patients and families in the process of care. Recognizing the evolving needs and technological capabilities of patients and their families, a consumer health platform to support their corporate strategy was being sought. The following key requirements were developed through extensive family interviews: efficient and effective communication between families of patients and clinicians; ability to track key parameters for chronic and complex patients; and the ability to view lab results and appointments. Clarity Health Journal is the first product to embody these needs.

The 2011 Cluster Grant award for Obesity Research Cluster (ORC) calls for implementation of Clarity Health Journal. Nemours seeks to better understand the utility and effectiveness of decision support messages delivered directly to the patient. Clarity Health Journal delivers a wide array of features, otherwise not available to patients at Nemours. It will also integrate with the current portal known as MyNemours.

Clarity Health Journal was chosen because the application delivers a comprehensive web 2.0 experience to patients including social networking and the ability to deliver messages via mobile devices. The project will engage families dealing with Child Obesity in order to better understand the use of technology to improve patient outcomes by empowering families.

The Clarity Health Journal designed as a family centric health application allows for information sharing and monitoring. It will be used by family members of patients at Nemours. Focusing on both the patient and the family is a unique approach to healthcare. Parents of children with health conditions are motivated in monitoring their health and working with the care team to foster health and wellness while lowering the cost of healthcare. The Clarity Health Journal integrates the hospital record and the doctors records along with personal health details to create a more complete health record.

This pilot program will look at outcome measures related to patient compliance using a combination of a food and an exercise diary. Dr. David Milov (CMIO of Nemours Childrens Hospital). Looking at how the family involvement can enhance the quality of health care, Nemours is working hand-in-hand with families to find innovative ways to help manage childrens health. Dr. David Milov indicated this project will be great for patient communication, improve patient care, decrease missed appointments, decrease misunderstandings when it comes to patient instructions, encourage patient/family to have responsibility for their own care.

Over the course of the pilot, Nemours will monitor early indicators of success with researchers and family focus groups.

Designed with both personal wellness and the efficient delivery of healthcare services in mind, Clarity Health Journal fosters better quality health by promoting family and patient participation in the management of their health, integrating health data into the healthcare providers work flow, increasing the quality and accuracy of that information and driving down the cost of healthcare, explains Saverio Rinaldi, President and CEO of Consulting Cadre International Inc. Clarity Health Journal helps improve communication by involving the family in the patients care in and outside of the hospital; we feel this will reduce readmissions and emergency visits.

Clarity Health Journal has the capability to cover the broad spectrum of individual health management, from post-natal and elderly care to normal health and chronic disease management.

The solution takes an individuals health information, which today can be found in paper and/or electronic form in one or more places, including general practitioners and/or specialists offices, hospitals, clinics, long-term care facilities and patients residences and re-engineers them into an accessible, updatable, electronic health journal.
