I understand that the new healthcare bill maintains the 5 year ban on medicare. If this is true, can such a barred legal resident (over age 65) participate in the newly created high risk pool, and get health insurance? Or would he/she not be eligible due to age?

You are misinformed. If you are a resident you are automatically eligible for Medicare when you turn 65. It was that way before the bill, it still remains the same.
If you are talking about Medicaid, that’s a different story.
